What is the E-Index?
The E-Index is a diagnostic tool measuring the current role of ICT for the purpose of providing essential data, knowledge and direction for organizations seeking to:

• contribute to the stabilization of the traditional economy through Information and Communication Technologies
• assist migration to the Knowledge Based Economy through the use of existing and new skills and infrastructure
• provide information for the direction and guidance of strategic investments and policy development
• provide and maintain an environment that encourages innovation

E-Index 2004/2005
Version 1 of the E-Index was piloted in communities in South Western Manitoba between 2004 and 2005. This version of the E-Index is comprised of two indices:
Digital Access Index, measuring a community’s access to ICT’s and existing infrastructure (radios, telephones, faxes, mobile phones, televisions and computers); and

E-Readiness Index (ERI), measuring skill levels for ICT’s usage, and utilization rates of existing ICT.

E2: Evolution of the E-Index
