What is the Digital Access Index? The Digital Access Index is a set of indicators put forward by the United Nations to address the need for a set of globally comparable indices that reveal the level of Information and Communication Technologies (ICTs) that a nation possesses. A globally comparable index allows nations and regions to gain a better sense of how they compare to other areas, which may or may not be faced with similar economic and social conditions. The DAI allows observers to gain a better understanding of the level of infrastructure that exists within a nation or region; by utilizing this tool a better understand the pre-existing conditions that may lead to or hinder the take-off and absorption of Information and Communication Technologies (ICTs) in a particular area will be provided. The E-Index has expanded on the UN DAI to assess ICT access at a community level, providing government agencies with data that can be translated into policy. Community serving organizations will also be able to determine shortages in ICT skills and promote training increasing the population’s skill level and employability.
